I HAVE carefully considered your despatch No. 510 of the 16th May last, and desire to thank you for the clear review of the present position in regard to the China arms embargo which it contains.

2. I find myself in general agreement with the conclusions which you have reached in your despatch, particularly with that expressed in its final paragraph.
